CQE WAS INSPIRED BY MEDIA EVIDENCE AND DEVELOPED THROUGH RESEARCH AND INNOVATION
THE ORIGIN
The current accepted method of vetting and barring recruits into the care industry, relies entirely, on the “rear-view mirror” methodology. This method uses DBS records, which are ‘in the PAST’ along with employer reference records, which are also ‘in PAST’.
These past records, do not provide HR or employment application interviewers, with sufficient evidence to ensure that the potential recruit, will safely blend into a care home culture.
The problem being, is that, if a new care recruit has a nature that is unsuitable for care employment and this is not picked up early, then the care home managers would find themselves unable to recognise changes in their care home culture until after the harm is done.
THE RESEARCH
The CQE system has been specifically designed to enable care leaders to build safe, loving and caring cultures from the ground up.
Care home leaders can establish their home’s current level of safety by surveying all their current carers. The system combines all the surveys to produce what CQE calls “The 3D Carer Survey”.
The 3D carer survey is in the form of a pyramid which has 3 levels: Green, Amber and Red.
The base of the pyramid is green – and represents the “safe” carers upon which the reputation of the care home relies. Care homes with a green section containing PAR of 70% or more already have a “safe culture” – CQE partners with the insurance industry to enable care homes to have reduced insurance premiums.
THE RESEARCH OUTCOMES
CQE hypothesised the solution to declining cultures in November 2015
CQE tested and refined the hypothesis through research – starting in 2016
Further testing and development continued until the last major innovation/development (safe rota’s) in October 2017.
The evolution of the PAR formula led to the introduction of the formula into the ecosystem application in 2020.
Reports include ratings on: Safety ; Morale; Red Shifts; Sickness and Absence; Carer Stress, Retention and Happiness at Work and Peace of Mind for busy Managers

THE INNOVATION
The CQE Ecosystem was designed from the ground up, to give Care Homes, a reliable system to improve in-house care culture, staff assessment and a solid management structure.
Staff recruitment and management is a particular problem for the Care sector and many aspects of behaviour and attitude are a leading factor. The Ecosystem makes this process much more accurate and accountable within an organisation.

TECHNICAL ASSOCIATIONS
CQE is a participant in the UK HealthTec Cluster and continues to develop its products and programmes in collaboration with its Sci-Tech Innovation Team in Daresbury.
To ensure the service remains current the CQE directors continue to work closely with a variety of health and social care organisations.
THE MANAGER PERSPECTIVE
In this video, families and managers reflect on their experience of CQE.
The reference to “MAINLY GREENS” means, how safe their rota identifies staff, who have been through the CQE survey process, assessed as safe and are represented as green in the rota builder.
A team of managers who engaged a new carer in spite of their CQE survey exposing dangers very soon realised their mistake. The disruption caused by wrong selection diverts management from truly engaging with residential needs, safety and quality of care
